No, it's seeded. That particular match happened to be in order, but the next one was Dollhouse/X-Files which is how Scully beat Dean in Round 2. I don't think it's entirely by votes in the prelims, but that's a part of it. It's definitely not straight alphabtical by either character or fandom.
