So you want to set it in Hawaii or New York? The Hawaii team wouldn't have any jurisdiction outside Hawaii, whereas Peter's a fed and of course Neal is -- um - jurisdiction-free. So I'd probably bring them to Hawaii (well, I would anyway because I know Hawaii a lot better than NY). And if Peter and Neal are involved, they're chasing a criminal and/or evidence (art, bonds, etc) they think is in Hawaii...
