Exactly. He'd have all of the charm, all the smarts, the ruthlessness, the manipulation Sam already has -- add telepathic manipulation and deception (oh and prophecy) and, that's pretty much evil.
The only thing that would save him would be a real, true intent to see the peaceful integration of the two races. If he was lying about that, then ... Cavil's warm and fuzzy by comparison.
