I think ... it makes some sense that time travelers are protected cuz they're basically freakish causality problems, so wiping them out completely is a hassle the universe probably just throws up its hands at and says,nope, you can pass. So the Doctor with 900 years of meddling is pretty safe, because he's nothing but a causality problem. River is one, too, and since her timeline impacts the Doctor's significantly, she'd be protected by that besides (if River didn't exist, he'd have died in her place in the library for one thing, which would've undone everything Eleven did) So obviously the effect has some limits when dealing with time travelers..
Anyway, musing aloud.. It's fascinating
and yes, it's a pretty happy reason for picspamming! :D
